I think Bennett is one of the only characters in Genshin that actively becomes WORSE when he gets to C6. Like, what it does isn't BAD, but it severely limits who he can work with.

Indeed, it's interesting because Mihoyo generally works hard to make sure Constellations are straight buffs instead of transformative. Bennnet c6 might be the only one where they didnt do that. I don't see why they don't have a Constellation toggle.
This was only true during patch 1.X-ish. Bennett's C6 is a straight buff for some DPS, and is totally negligible for other DPS since they have their own infusions that can't be overwritten. Eula doesn't even use Bennett all that well since she prefers Cryo or Electro team mates and you'll only bring Bennett with her if you're aiming for clickbait/screenshot damage numbers.
