The uploader who posted that is a Contributor who has unrestricted uploads and can bypass the queue. Just flag anything you find low quality.

As for this image, the anatomy does look off. I think the head of the girl on the right is too small. I think there's other improvements that can be made like the shading, but I'm not an artist and can't give much meaningful feedback.
