I dunno if this is just a really common style of bikini, but given that this artist has done plenty of Blue Archive art, I think it's fair to tag it as Hifumi cosplay.
I'm pretty sure it is a common style of bikini, I think he just took the design as reference, but I doubt he did it to intentionally reference Hifumi. I am divided so I'll leave it as is, but I think it should just be kept as laplus only since it's really vague.
I prefer keeping the Hifumi tag. I do agree that it’s a close call though.
Normally, I look for little differences that makes it a similar style, but slightly different outfit. Things like an extra layer of frills, ribbons tied into flowers, missing design features, cut of the cloth, etc. Basically, the type of things you might see when comparing two swimsuits from different brands.
In this case, the swimsuit is such a close match, it goes beyond merely being a similar style. It has the same bow-ties on the shoulder straps, the same dark-colored skintight section covering her bust, same highleg frills on the bottom... The only non-color difference is the lack of a ribbon trim ending in bow-ties on the bottom, but it looks more like Laplus took it out and started dangling it to the side. It’s so close, I’d call it Hifumi’s swimsuit, but in a different color. (Actually, it reminds me of a player 2 situation.)
Conversely, if I were searching for hifumi (blue archive) (cosplay) and this came up, I wouldn’t see it and think ‘tagging error’.
Again, it is a close call. There’s nothing specifically tying it to Hifumi other than a (somewhat) common bikini style and the artist’s previous Blue Archive art. If anyone has strong feelings about removing the tag, I could be convinced.

Imo, unless it's explicitly said or very obviously referenced, it shouldn't be tagged as cosplay. For here, it's *a bit* of a stretch as even the color pallet is different and nothing indicates it's inspired by Hifumi.
