I think the child itself is a proof that it was meant to be Remilia. Remi's alternate outfit is white, and most importantly, the ribbon is on the right side. And Flandre's bat form is definitely less common than Remi's, some people even deny that she has one (although in EoSD Extra it was clearly visible when bombing).
