With experience I can say that its not that bad. Few years back I only wore miniskirts all year long. I usually had pantyhose on too, but it doesnt get too cold without pantyhose if you dont have to be outside for very long. And yes, I live in a cold country, Santa lives here too!
My favorite soda speaks the truth. It doesn't make sense to wear a skirt with bare legs in the cold weather. But it goes beyond just making the girl cold, it also makes the skin on their legs discolored.

I do like your pantyhose version more, but I must say that miniskirts in winter dont make your legs discolored if you're not outside for the whole day or in the coldest place in the world. I live in Finland and the only thing I got from wearing miniskirts in winter was a bit dry skin. But the longest time I usually am outside in winter is like 2-3h straight.
Down in Florida it does occasionally get rather cold. I've seen more than my share of cold induced discoloration. It all depends on the skin type of the girl. Some aren't affected while some are hypersensitive.
it really didn't bother me to wear skirts in winter (when i was able to...). i actually liked the cold feeling on mah legs ^^ it wasn't even that cold (i live in one of the coldest areas in mah state, so that's sayin something). but now i wear pants and long shorts all the time... *sniff* i hate mah legs...
