It's tagged 初音ミク and the title has "ミクさん", and there's no mention of Pangya or Kooh in the tags or title or comment. And of course the body structure looks nothing like the majority of depictions of Kooh. You can't add completely unrelated tags based on nothing but eye color. Removing.
