From what I understand, Kal is so busted it's not even funny.
S3 is one of the only sources of True/Pure Damage, and MON3TR does stun when he's defeated.
Downside, like a Summon supporter, deploying MON3TR uses a deployment slot (though he's a 10-cost Guard essentially, and that cost never changes), if he's outside of Kal's tiles he loses all DEF & Res, and she heals him as a priority, which could cost you another unit who needs the healing more.

Just a few corrections: 1. There are actually a fair number of True damage sources at this point, though Kal S3 is one of the best options for it 2. Mon3tr has 0 RES by default 3. Kal heals both Mon3tr and herself as a priority. Even without that caveat, Kal has below average ATK for a single target medic, and the only improvement her skills provide to this are an attack speed buff from her S2, which she can only use if Mon3tr is deployed, so you can't ever really use her as just a Medic unless you wanna waste a deployment slot sticking Mon3tr in a corner somewhere.
Expanding on that last point, Mon3tr, being a summon, cannot be healed by normal means. Only Kal and sources of "passive healing" (e.g. Bards, Blemishine S2) work on him, and since Kal's output is somewhat low without S2, it can be hard to keep him alive if he's getting hit too hard.
I've never felt like she was really broken. She's really strong, for sure, but she's not like Surtr, who can just be dropped wherever and five seconds later be nuking everything. Kal doesn't really do anything that you couldn't do with someone else just as easily, if not more so.

Yes, there's several sources now, but at debut, Kal was the only one to really manage it for more than a single hit (Weedy S3) or without a serious Drawback (Amiya retreating after S3 ends)... Though "MON3TR loses 50% HP if he doesn't get at least one kill with S3" sounds bad on paper, at Lv7 M3 and a Lv90 Kal, he can oneshot mooks and inflict heavy damage on all but the toughest enemies very quickly.
I'm well aware MON3TR can only be directly healed by Kal herself.
I personally tend to stick him on the edge of Kal's range when I can, usually with an S3 Nian behind, and S3 Silverdaddy behind her for huge Blocks, and a BIG DEF boost as well as Truesilver Slash adding to the damage output. Far from foolproof, especially if the map layout screws me over, or there's specific enemies (Faust's HUGE DAMAGE power, or Form 1 Patriot one-shotting any melee operator) that basically say "Yeah no, fck that idea", but it's definitely worked on most maps
