I'm pretty or at least somewhat sure that she isn't a dumb idiot brute that everyone think about. When she mass study and train literally the hardest to become a Knight which only failed because a few source pointed at it could be rigged against her.

Since she is more hard work then literally 90% of the knight and pretty much the same naivety and smart as Klee but somehow Noelle is stuck being the maid for like 7 years if the exam is yearly thing. Like I do not believe someone that study and train to the point they literally one punch woman failed the same test 7 times without the test being rigged against her. Unless they give us an actual reason instead of Jean "not good enough" I don't buy it that Noelle failed the knight exam on her own if it wasn't rigged.
And the cart examples you mentioned is like the cart doesn't have any spare wheel so it the reason why she resorted to carry the entire thing back to Mondstatds. Like people should not be this stupid.

The cart might have had spare wheels, I don't know since it's an anecdote in her character profile, all we know is that instead of ether helping fix it or getting assistance, she carried the damn thing by herself for several miles to save time.

I could be wrong, but I'm pretty sure she keeps failing because she gets really nervous and messing up because of how much she overthinks things.
If you can't solve a problem with brute force, you aren't hitting hard enough.
I wish I had the brute force to solve my engineering problems like that, but you know what they say:
If it's not supposed to move and it is, duct tape. If it's still moving when it's not supposed to, welder. If it's supposed to move and it's not, WD40 If it's still not moving, blowtorch.
