The difference being that Photoshop etc are tools for artists to use to create art. AI just takes existing works and mashes them together until the desired result is achieved, with the user doing zero work. And like with many other things the creators of these AIs are not responsible for the acts their creations end up being used for

To program it and refine its algorithm, yes. The programmers involved in its creation do deserve credit for their work- that is, the "AI" itself. To use the final product, as the people posting pictures made with it are? No, not really. Putting in a prompt and letting something else do the work for you makes the art about as much "your work" as a commissioned piece. Sure, you had the idea, but you didn't create it yourself. You had someone- or in this case, something- else do it for you. No matter how long you spend on the prompt, that won't change.
