I think it's that Hipper was babysitting the little ships and they tell her to imitate what Shinano does because to them it's fun. She misunderstands and thinks they mean the Race Queen thing, when it's actually sleeping. Then Bluecher appears and tells her she should still do the Race Queen thing and Eugen teases her or is mean.

Edit:So the answer to your question would be that she's frustrated because of her wasted efforts and the teasing.
