I'm going to put my money on Tohka winning this fight.
Does she happen to have a WMD sword forged by the fair folk of Avalon at the request of the world to defeat an eldritch space monster that can glass a whole planet? Or say, is immune to the current state of magic? Or... lift ten tons over her head, and can take a Tank shell to the face and not flinch?

Whether or not Tohka can hurt a servant is it's own thing, but she does essentially fight what's basically a living WMD more or less single-handedly. And Fate power-levels vary widely depending on the situation. Comparing these two (or any of the characters from their respective shows) is a bit hard because there's no base power level to settle on as well as the absurdity of their combat feats lack enough consistency to compare them properly.

Tohka wins easily don't know whats the need for so much bs man, Tohka can level a whole highway with just the tip of her toes, slash half of a city with one slash or the strenght to lift tons, it's not a contest.
From what I remember, Saber's overall satistics and parameters are heavily based on her current master (Since I played the VN it totally points that) so depending on the master in question, she will either have poor stats (that MC in the VN), high (Rin) or somewhere in between but can be further argumented, but depending on plot (FGO master) this rule goes to literally every presentable servant.
Tohka is pretty much powerful and unlike Saber has no such, she is already depicted in both manga/anime to be pretty powerful but she is just holding back because of someone she cares for.
