no that is a SAM-R i believe (Squad Advanced Marksman Rifle) used by the USMC as a Designated marksman rifle, its been modified from the original M16/AR family has a standardized rail system for add-ons and scopes and quick detach sound suppressor, same 5.56mm as the M16, usually they have a bipod in front rather then a pistol grip though.
That is just an AR-15, with a VLTOR MUR upper containing a chrome BCG, probably young MFG, with a Daniel Defense Lite Rail 12 (I think) on the front. Standard lower with KNS antiwalk pins and possibly a magpul enhanced trigger guard, Magpul PRS stock. Optics are some kind of scope mount based on the Larue cantilever M2 mount (with something that is not an AIMpoint Comp M2 mounted in it, a good way to lose zero on an optic). Not sure on the model of suppressor...might be a OPS but it's impossible to tell at this level of detail. Fore-grip is probably some kind of surefire setup (M900 series I think). Nondescript railpanels and what appears to be a fixed HK-416 front sight round out the setup. No rear sight I can see, which is somewhat odd...
