The artist's Twitter account that this came from is a Pokemon Adventures posting account, so the artist's intent is for all of their posts to thought of in that way. You're right, though, that there'd be no way to tell otherwise. This is sometimes the case for Adventures characters who have little/no visual differences from their game counterparts.
