They are supposed to be some kind of Harpy lady cosplay, not sure which is which though as there are so many harpy variants.
In this case, they're not cosplaying as any existing Harpie monster. The artist simply kept some of Labyrinth, Masquerena and Chiyomaru's individual design cues and incorporated them into their original Harpie looks.
