You know, it just hit me, but since Kaguya is canonically the one sending killers are Mokou and has a better reputation than her, if Kaguya was to hear that some youngster from the village is infatuated with the "bamboo grove witch", wouldn't it be dickish of Kaguya to give the young one a wig, some stupid clothes, and manipulate Mokou into slaughtering the fuck out of the poor terrified bugger?
Pretty sure that's exactly the sort of thing that gets the powers that be to go seriously after you. They need the villagers alive in order to essentially "farm" fear for youkai IIRC.

There is a doujin that uses that idea but Kaguya has the kid killed and mocks Mokou with his corpse...except not really, the kid is safe and the corpse is a fake made by Eirin...but she notes that Kaguya's orders were "kill the kid".

The village is closer in scope to a small city, with a population to match. There are actually multiple instances of villagers going missing or being found dead, with obvious youkai involvement, where no one received any serious retribution and there was no serious investigation. A few humans going missing every now and then is actually a good thing for Gensokyo's precious balance.
