What ancient software was this modeled in, that represents cylindrical shapes as octagonal? Why does the gun seem to be hovering an inch above the tank? Why are the textures so blurry, and the shadow edges so badly aliased?

I flagged this post for poor quality (in my own opinion, of course), but I think it is one of the least "enrageful" works of this artist nowadays and I really regret that I decided to look at his other works on Pixiv, Devianart and VK. Please, don't repeat my mistake unless you speak Russian, pro-Putinist and also an ultra-right activist.
