You seem to have made a bit of a mistake in your post. Luckily, the users of Danbooru are always willing to help you clear this problem right up! You appear to have posted a screencap from an anime, but this doesn't have anything to do on Danbooru! Whoops! You should always remember to check the rules and make sure that you are posting art that is relevant to Danbooru, which is to say drawings, rather than screencaps! Posting without a real source also is poor form. You should always try to post from Deviantart or Pixiv, or even Twitter, unless the artist has gone missing!
Now, there's no need to thank me - I'm just doing my bit to help you get used to the Booru culture!

Yeah, I'm not going to go on a huge search on the internet to figure out if some artist isn't uploading or not, as I couldn't honestly care. "The Booru culture". Whatever the fuck that's supposed to even mean. Why even have the anime_screencap for? Besides, the above pic was made out of three pics that I screenshot & edited together in Pixlr.

This isn't my place to answer this since I'm not a moderator, but that post was made FIFTEEN YEARS AGO. Rules can change a whole lot in two months, let alone fifteen years. If you really feel offended by that post, you can try flagging it for deletion and let moderation do their jobs, rather than complain and moan while repeating you don't have time to complain and moan. Additionally, I am not amused by the fact that you nitpicked a single post, as your query made it obvious, or by the fact that you consider Danbooru to be made out of a single person. That behaviour doesn't entertain me in the slightest, and only makes it more obvious you have no intention to add anything worthwhile to the discussion, you only want to complain and moan.
Something that used to be accepted, I think. I wager that more than few posts in the ancient depths of the site wouldn't pass muster today.
There are thousands of images from 10+ years ago that wouldn't make it out of the modqueue nowadays. Screencaps, bad meme edits, hard-translated doujin scans, photos of people not even in cosplay, etc. The only reason they aren't deleted is because most of us have better things to do with our time than scour the archives flagging old garbage.
But there's no real harm in leaving them be, except on the rare occasion when some salty uploader trots one out as evidence that the approval team is a bunch of hypocrites for allowing it to exist.

So? Who cares if it was uploaded over 15 years ago? It's a screenshot, therefore should be deleted as well, no matter how recent or long ago it's been uploaded on here.
You should take a look at status:deleted. Is it pointless to tag images that can still be searched for? Just because they're not immediately visible doesn't mean someone wouldn't want to find them. Plus, if moderation wants to do something with them, it's a lot easier if they can actually find and group them.
Edit: And you know what, forget about the whole "not all anime screencaps are deleted" argument. This isn't even a good stitch. The overall image quality is poor, and the stitching is messy. Even if anime screencaps were allowed, this still wouldn't be approved because it's amateur work. At least bring something worthwhile to the table if you're gonna throw a fit over perceived hypocrisy.
