How does saying something is poorly drawn mean that the poster is "a hyperactive teen"? I could show this to everyone I know (and a lot of people I don't) most of them will say it's poorly drawn. I've put the tag back.

"Poorly drawn" tag is mostly used for the cases where the artist failed miserably at something (mostly feet, hands or general anatomy). This picture is drawn in a childish way on purpose, there is no blatant error present.
You should be able to tell whether it's just the style you don't like or an error, if you can't, you shouldn't be tagging and flagging at all.

Please do not flag posts that are still in the moderation queue. All images pending moderator approval will automatically be deleted 3 days after being uploaded unless approved. Flagging an image merely puts an image back into the moderation queue, so flagging a post already in the moderation queue achieves nothing except removing the option to flag it in the future.

Good to know, but that may have different results now that people know how to reset.
