It depends. I've seen photos of ancient depictions of naga as half human/half serpents like this one, and a number of mythology books will describe lamia as half human and half serpent as well.

Snake anuses are actually quite a ways down, as the digestive track spans most of the body. Technically speaking, a snake's "tail", defined as the spinal extremity that extends beyond the anus, is actually quite short; the majority of the snake's length being the "body". A snake's sexual organs are by contrast much closer to the head. If we assume a snake woman's anatomy in the snake section to be as a snake's, this picture would be accurate; vagina in roughly the same place as a human's, and anus much further down and not visible in this frame.
