I mean, the most sensible way to raise an AI is like we raise children, gradually increased understanding and neural complexity. The difference is that unlike a zygote which is already adapting to external stimuli as it develops there's no such thing as a tabula rasa 'germ' or 'nucleus' at the very beginning when it comes to AI. Very careful assembly and tuning is needed before the program can even begin to learn and even then from the 1st time it starts getting fed data to when it can be allowed to 'do its own thing' it often gets reconfigured or reset until the programmer is satisfied that it is making the proper connections.
Honestly, if current technology actually produces an artificial sentience the process of creation may actually be the most inhumane part. Like the worst science horror concepts of modifying an unborn fetus in vitro.
