Technically, Yukari is only one paygrade above Momo, and they are both enlisted; Yukari is equivalent to an E-5 and Momo is equivalent to an E-4 in the US rank system. The Japanese seem to make some distinctions between certain blocks of ranks, kind of like how the US Navy divides the enlisted ranks into blocks of 3.

They do similar in the US military, i.e. enlisted (airman, soldier, seaman, marine) [E-1 - E-4], NCO [E-5 - E-6], then senior NCO [E-7 - E-9]. In the NCO ranks, there is also distinction between E-5 and E-6. Which can cause a confusion when Air Force personnel work with the other services, since they'll hear that your rank is Staff Sergeant (E-5 in the Air Force, E-6 in the Army/Marines) and treat you with respect, only to find out that you're actually just a grubby E-5 sergeant.
