Cutoff text on a plaque probably says "大艦巨砲" and refers to "大艦巨砲主義" - "big ship huge cannon policy".
Can't find much on it in English, only Japanese Wikipedia article and Pixiv Encyclopedia entry.
If I understand correctly, in short, it's about Japan focusing on competition among battleships and not acknowledging aerial warfare.
