This reaaaaaaaaaally looks like ai.... Especially comparing to their uh VERY recent other work.
Even just look at the thumbnail on their page as compared to the rest of their work, everything about it reeks of ai.

not gonna lie I was thought the same, the shading is suspicius

It looks sussy, but I don't see the telltale smudging and blending evident on most obvious AI works. The coloring techniques is generally consistent all throughout the image, too.

The Live2D movement isn't helping, though.

It's AI generated. The artist even tagged it as AI.

No they didn't. Other users can edit tags on pixiv posts. You can tell if it was the artist or not if you have the option to remove the tag. If the artist marked it as AI, it would say "AI generated" as the very first tag.
