The 11-dimension calculation range in ToAru universe is not limited to the places the teleporter wanted to teleport. It is the whole area in the surroundings of the teleporter. Like how the teleporters in Toaru are graded by three criteria: accuracy, range, and mass disposition (carry weight) it is simply the application of the 11-dimension calculation: how well can you transport your mass from point a to point b using the combination of 11-dimensional mathematics (of which includes not only the distance between point a and point b, but also the rotation of the earth, the irregularities of the earth's surface, the movement of earth in accordance to the sun, the movement of the earth in relation to the entire universe, the disposition of mass by pre-teleporting the space occupied in destination point somewhere, and so on and so forth), so basically a teleporter kept a visualized 3d model of the entire sector in their brain and uses it as a 'map' to teleport; they need to do it only once per 'fight' and if you disturb their concentration enough they'll 'lose' the model and need to rebuilt it from scratch in order to be able to teleport again.
