Unfortunately CAPCOM is lazy, so they reused Sakura's model for Ibuki, instead of building a new unique one for Elena.

What? Maybe I'm missing something here, but Ibuki doesn't 'animate' like Sakura. ..and they COULD'VE made a completely new model for Elena, but the decision of Ibuki over Elena is simply from fan reaction. Basically there are more fans who wanted Ibuki than Elena.
