Actually, what he asks for is not entirely out of reach - the final KOFXIII that showed up in arcade has an alternate set of color palettes that change up some characters' sprite in a small way - Raiden for instance loses his mask and becomes Big Bear, while Yuri's restores her ponytail. I don't think it'd allow for a full-on costume change, but it definitely possible to change up more than the colors of the sprite now.
