Hard to say, but what we do know was that Kanako was able to disarm Suwako. And Suwako does have those curse gods at her beck and call. And Sanae is most definitely family.

Thing is, Suwako surrendered after losing with MORTAL weapons against Kanako's DIVINE powers, instead of pulling out HER OWN divine powers. Probably more of romantic feelings or a desire to avoid collateral damage than anything.
