It's meant to mimic the old Japanese artstyle pertaining to the old Japanese demons (Youkai in Japanese), so you really shouldn't go off saying "it looks like Okami so let's tag it lol".
Oh come on, this is just a little ridiculous and over the top.
First of all, the "artist" put stuff on some pokemon that isn't even there (human arms, fingers, legs...). And secondly, the "artists" over-exaggerated some of the features of some of the pokemon.
For example, I don't recall Latias or Latios being a wolf or fox like creatures, Kyogre did not have human fingers on his fins, and Luvdisc didn't looks like some homicidal crazy fish that would just as soon eat your face instead of trying to bring couples together in love.
The only nearly normal looking ones of the bunch are Lileep and Cradily...
The whole point of the picture, Hand of Fayt, is that it is drawn as if these were legendary creatures in Japanese folklore. Mythical creatures are often based on real or imagined animals with exaggerated features, in contrast to what they were like in "real life".
