I'm really wondering what the strange "ghosting" on this image is. It doesn't look like compression artifacts and I'm assuming it's not anything to do with AI. Some kind of bizarre editing mistake?
Could be a filter intended to make the image unusable for AI image training, by adding lines and contours that an AI would wrongly pick up and train on.

Seems like you're correct, based on this recent post about a tool called Nightshade. The artifacts look very similar.
Not really something I'd want to see widely used if it's this visually disruptive. It's like a worse version of severe JPEG artifacting.
