Honestly even in western comics there are probably loads of examples of characters with goofy powers doing psychotic stuff with them.
I can name Plastic-Man, Squirrel Girl, and that one Superman villain with a really hard to spell name along with countless other examples. But I'd say Manga and Anime do tend to have characters with really bizarre and creative powers (JoJo, MHA, etc...) along with coming up with equally creative and bizarre means to use said powers.
