the rest of the photos also have some weird stuff, especially on the wrists, waist and chin.
either this person is using AI, or she is a very poor photoshop usage.

in this particular image, the eye and the tip of the hairs look bad too, not just the elbow.

I'm assuming you mean how smooth it looks? A lot of cosplayers wear TONS of makeup to make their face as smooth as the anime character they're cosplaying ass. A lot of them wear it on their bodies as well.
