    Brightness
    Contrast
    Color Depth
It's almost at the end but we'll begin. First, open two copies of the same artwork in SAI. We'll begin processing it by adjusting the brightness.
Adding a Glow effect using SAI
The background gets covered by the brightness as well, but don't mind that. Just adjust the main color of the body.
    Contrast
With the Brightness filter, adjust the contrast until only the parts with the colors you want brightened start standing out.
Incidentally, below is an image of the adjustment values in this case.
    Brightness
    Color Depth
Now, we'll blur the image. SAI doesn't have a Blur function so substitute it by adjusting the resolution until you get something like that.
I repeatedly halved the original resolution about 5 times until I got the state above. With something like this, I settled on something a bit hazy looking. Once you get a blur, drag that layer to the other copy of the artwork and paste it over.
Above is a screenshot of the artwork with the processed version on top. This is a bit too bright so we'll need to make another minor adjustment.
Once again, open and adjust the Brightness/Contrast. We'll probably only need to touch the Brightness and Color Depth.
Adjusting it with the values just now, we get this image. For the blurriness, we can probably narrow the fuzziness range a bit. Below, you can see the comparison with the original artwork.
    After Processing
    Before Processing
The previously dark picture now feels like it's faintly radiating light. My confidence with the glow effect isn't high enough that I use it a lot, so I don't know how helpful this is as a reference. But I haven't given up creating a glow effect with only SAI and I feel that it has potential. Thank you very much for reading up until the end.
