Note the key on Sakuya's waist. Flandre's dead expression, at least to me, shows that she knows that Sakuya is only crying crocodile tears as she could free her at any time.

... Soo she was at her side all this time, and her ojou-sama (Or onee-sama) didn’t look at it in that way..?
