No, it's not. It's a Romanian PSL. The construction is completely different - while the SVD is an original concept of an accurate marksman rifle, the PSL here is basically just a long AK chambered in the fullsize 7,62x54R. Not even the magazines are compatible.
The differences can be seen on the foreguard, magazine, receiver, mag-triggerguard distance and flash hider (not depicted here).
