You can't go by the example of one author. He/she wants to portray Yukari as laughing off two of Flandre's attacks, fine... Yukari > Flandre in this 'verse. Other authors would come up with a completely different result if they made the same situation. (See chado's doujishi works for an example of someone who loves to show how downright terrifying Remi is when she's serious... or for the highs and lows of Yuuka.)
That said, Yukari and her cronies beat it now that Patchy's portal to the outside world is destroyed, rather than continuing the fight to make sure the SDM never tries anything like this again... so it's more of a draw than anything.
Was pretty disappointed with this series over all, but I hardly think Hisame's a hack now. Will hope the next offering is more satisfying.

Yah the author really nerfed Flandre here as normally she probably would have ripped through that barrier in a scene reminiscent of something from evangelion. Heck the Watatsuki sisters were able to just dispell them. Yakari would still win but it not be so simple unless there was a large rocket or nuke she could barrow.
I find the amount of Yukari dislike amusing. She is the resident Guardian of the place anything more powerful then her is going to drawl attention from the dragon. Ran Is supposed to be almost as strong as her as well. Chens ranks high up there too.
The only reason the SDM didn't get instant toasted I because they are fighting in the library. Which is patchy's Domain and place of power.
It's about popularity, people always tend to overestimate their favorite characters. As I said some pages back, Yakumos VS. SDM is a very one-sided battle. The only reason they didn't die on the spot is because Yukari didn't even care after she carried out her little punisment for them fucking with the barrier.

In Perfect Cherry Blossom, Ran is the EX-Boss, just like Flandre in Embodiment of Scarlet Devil. Yukari is the Phantasm Boss. The other Touhou games don't have a Phantasm Boss.
You can't exactly measure real strength by the in-game stages and difficulty. A good example are PoFV and IN. In PoFV, even Cirno can beat Yuuka or Reimu. In IN any team (except Border and Magic) or single character faces either Reimu or Marisa, the player characters who have beaten anyone in the previous games, etc. Character profiles and canon material offer a much better view of the whole power thing, and honestly, Yukari is ridiculously overpowered "on the paper", not far from an omnipotent being. Even the plethora of gensokyan Gods quite sucks in comparison.
In a fan doujin no less. You'd think by now people would realize if Yukari feels like it, anyone without powerful magical protection gets their 'border between life and death' messed with and dies if Yukari feels up to it! She is pretty much the only confirmed reality-warper in the series. Not even the Watasuki sisters can claim that (though their magical defenses and raw power are enough to just power through any of Yukari's nastier tricks).

Alot of people forget that Yukari's power to manipulate borders can be used to crate and destroy things. so you could say that Yukari is like Flan cranked up to 11.

Truth, and that's only half of it. Yukari doesn't make a habit of flexing her power around, and why would she? She doesn't need to. The power to manipulate boundaries doesn't stop with gaps, she can manipulate abstract things like love and hate, life and death, created or destroyed.
