Not being able to die shouldn't be an issue here as no one hit by the explosions actually dies anyway. If they got hit by the blast they would have lost as per the rules, but both have special abilities to block the flames from the explosions (Kaguya's Robe of the Fire Rat & Mokou's fire manipulation magic), so since they never get hit they aren't eliminated. It's kind of cheap (just because the explosion doesn't actually damage them doesn't change the fact that they got hit), but them's the breaks in this doujin.
What's really weird is Komachi should be damn near invincible against anything that isn't an ambush since she can just manipulate the distance so that the explosions never reach her and Cirno! Why Chado didn't have her do this but had Cirno freezing bombs, Medicine using her posion (even though attacking your opponent directly is supposed to be against the rules), and Kaguya/Mokou using anti-flame stuff to escape elimination on a mere technicality is beyond me!
