Looked up a dictionary. It does say it can be meant as "Hey" or "Look here" or something along those lines. Something like a variation of γγ. We have a lot of variation in Japanese huh.

IMO you must be really rude or have a really close realtionship to call others using γγ to someone you've never met before. Yes, the word γγ or γγ are used as an informal form of "hey".
I thought "Oi" might've been a good translation for γγ.
