Its something that was also somewhat stated in the manga. However in the manga, it said "Most" trainers start at 10. That means you could really start your journey anytime you wanted to. Besides the anime dicks around with that rule by having characters clearly under 10 go on pokemon journeys as well anyway.

Looker specifically stated Cyrus' age to be 23, and the man looks like a zombie. He's got to be late thirties/early forties.
