Vampires that arent affected by sunlight is abundant in japanesse culture. Just think of the ones in Blood the last vampire, Arcueid in Tsukihime and Evangeline in Negima.
They are what is called Shinso vampires, a much stronger race of vampires who arent much/at all affected by sunlight, stakes, running water, ect (they are nobles amongst a noble undead race) and originates in asian culture wich is why this happens often in japan anime.
The Twillight vampires however are just sparkling fairies :p
Vampires that aren't destroyed by sunlight are abundant in Bran Stoker's Dracula and European folklore. I think the movie Nosferatu was the starter of the "ashes on sunlight" vampire meme.
Indeed, Nosferatu was the one that started the sunlight killing vampires thing, in Bram stokers novel, sunlight just stopped dracula from being able to transform.
I find it rather funny how just regular sunlight only weakens the scarlet sister, but simple rain is all it takes to stop Flandre from leaving the Mansion.
Then again, I suppose maybe Patchouli made it magical rain, its never stated to be anything more than normal rain summoned by Patchouli.
