    Fenlihi seems to be offical, as far as I know.

    I assume Fenlihi is just what NIS HQ named the file; I sure hope NISA isn't going to call him that. The ヒ or ッヒ ending on a name is pretty common for German names ending in "ch" (e.g., Friedrich and Dietrich), so Fenrich seems most likely.
