This looks more like that Pop Team Epic skit than the thour meme IMO. Not sure if said skit was a reference to another media due to how PTE jokes involve numerous pop-culture references.

Apparently it’s a reference to Battles Without Honor or Humanity where the characters drink their own blood to seal the deal since there’s no sake around.
