That's definitely Kikuri's tattoo. (it was omitted from her anime design)
IMO unless the artist says otherwise, this is just Junko cosplay.
It's not a hill I'll die on so I'm more than fine removing the tag. Though from the angle in this specific artwork, it still looks more like Mukuro's than Kikuri's to me. I can't help but imagine that the artist thought of the similarities and had this idea for the piece, hence the the crossover intentionally alluding to it, haha. It's not a big deal either way, in the end.
