中の人 means 'person inside', so for a Vocaloid it would refer to its voice source, which for Gakupo would be Gackt.
In 2009, there was a contest where Gackt selected ten Gakupo songs to CONSIDER covering and putting into a CD album. The winning songs were revealed in December 2009. As far as I can tell, there has been no more news on this.
