If you read the guide, you'd see the reasoning behind it. Danbooru is not an image hosting site; it's intended to be the internet equivalent of a "fine art gallery." With allowances for explicit images, of course.
If you want your art featured here, draw things well enough that they catch the eye of someone who finds it worthy to post here. Otherwise, try Gelbooru...though I don't know their policies, myself.

Doubt they have any at all, at least not the kind that would be actually enforced. Yeah, there are some advantages, such as no limit for multiple tag search or loli / shota limitations. On the other side, the content mostly resembles an upset garbage can.
