He is the protagonist of the series, like him or not. He's basically just an older Hope...and despite that neither of them are more annoying then Tidus.
Because he was not an actual protagonist, more like a sidekick, an observer ; he has no relation to the plot, no important role, except to be the main character in the cities
he is just the shopping guy for the rest of more important characters :p

- FF 12 isn't a series, it's part of one - He wasn't the main character at all, you just saw everything happen from his point of view. Story was centered on Basch & Ashe for the most part.
Hell, him & Penelo would've never end up in 12 if it wasn't for someone's ridiculous idea halfway through development, something about Basch being too buff & grizzled for Japan's market so they needed some pretty boy metrosexual on the cover.

To clarify, I don't really dislike Vaan. It's just that his involvement in the story overall was peripheral at best and I feel that fans definitely took a stronger liking to Fran and Balthier. It's obviously their choice who they include, it just wouldn't have been mine.
