Well, you can chalk it up to Hoyo being lazy with bodytypes so characters of same bodytypes practically have exactly similar measurement.
Or it's cuz both are too adorable to stay in the same place or just cuz Sumeru and Natlan are both neighbors or nations with high temperatures or just sunny all around
