I don't understand why you're uploading something whose child image is either flagged (this case) or straight-up deleted (post #7581535). Both were even approved by you at some point in history and your approval was overturned by a flag. For the prior case, you should wait until the flag has been resolved and the latter case shouldn't have happened at all.

A flag only pertains to the individual flagged post. There are no rules about uploading variants of flagged or deleted posts, one simply has to contend with the reality that the variants will likely also be flagged or not approved. Any post can be flagged therefore unrestricted uploads cannot be abused because the system inherently favors the mass of people with the ability to flag. Obviously there are degrees of acceptability - someone dumping 50 variants of MS paint cheese grater porn will likely need mod intervention but this pertains to 2 posts that are acceptable quality wise but are contentious due to different reasons. By uploading something that is already deleted (or currently flagged and about to get deleted) you are overriding the outcome of the approval process. This process is meant to filter posts that are, for whatever reason, not suited to be active on the site. This is especially bad when you have been an approver for a now deleted posts but are uploading the "same" picture as the uploader. You are putting the same image into the approval process and expect a different result or you are banking on it won't get flagged.
If we all were to behave like that, there would be no need for approvals.

Unrestricted Uploads can absolutely be abused, and Contributors have been punished for it before. Having Unrestricted Uploads does not mean you're free to just upload whatever you please, it means you've earned the trust to upload art without the need for someone else's approval. It is an abuse of that trust to upload something despite it already being deleted and not even having the good faith to send it through the queue to be judged. It's especially egregious when the child image was deleted for potentially being off-topic. The "same" image is not going to be any less off-topic.

Just because it's not listed in the rules doesn't mean it's okay to do. Being a Contributor is not an excuse to upload images with a high likelihood to be deleted. We don't want to fill our servers with deleted images.
