Yeah, *the heat of a nuclear reactor, in The Hell of Blazing Fires!* Fight or no fight, she had to run away. It also was a battlefield that heavily disadvantaged Cirno and yet she still survived a battle with a nuclear hell raven.
On top of that, the reason that Utsuho attacked her was apparently because Cirno was SO COLD that she was a threat to the NUCLEAR power plant! In Hell! How cold do you need to be to DO something like that?
Cirno is apparently exactly as strong as she thinks she is, in terms of raw power; she just isn't very clever or skilled. But she has improved to the point of effectively defeating Marisa in Great Fairy Wars.

Actually, they more or less just called it a night, both of them having worn themselves out. Marisa could have beaten Cirno, sadly, but she didn't take her seriously at the beginning and got walloped to the point where it ended in a debatable tie.

But at the end, Marisa herself admits that, even using normal lasers, Cirno may beat her anyway. My guess is that she didn't take Cirno as a threat due to previous encounters (EoSD, PCB & PoFV)
'She could've been trouble' (Actual quote)=/='She might actually beat me.' Cirno's definitely gotten more powerful, but Marisa probably would've dominated if she went full throttle from the start. It's really more like SkrapB described.
People seem to have misread what I meant-Cirno is just a fairy and unlike Utsuho doesn't have a Maguffin to prop her up. Considering she's supposed to be cannon fodder, the fact she didn't get vaporized but fought (depending on your viewpoint) Utusho to a standstill/stalemate or even just smacked her down long enough to leg it is in itself a victory.
I remember somewhere what would happen if Cirno used her bullet freezing gimmick against Tenshi's SWR (massive damage against Tenshi, from the massive amount of frozen bullets near where the SWR begins), now I'm curious about what would happen against Okuu (if normal freezing doesn't work, Perfect Freeze can freeze the fiery shots).
Speaking of tropes, I remember some saying something like "the bigger they are, the harder they fall", and "heart is not a useless power"
On the actual game, it's rather easy to utterly destroy Okuu with Cirno if you play aggressively and abuse Cirno's normal C and forward C. I hilariously have more problems getting a good score vs. Marisa than vs. Okuu.
