Not sure who this girl is but the hair and eye color make me think of Run from toloveru.

hmmm true but with the hair style also reminds me of a younger Ruri (Nadesico) minus the eye color

I also believe this is also Run from To-LoveRu, you can see the eyes styled similar to the series designs. Also, I don't know the artist name but it's very apparent to me that this person did a pic of Mikan also.
