Hey, Cirno is not that stupid, after all.

Cirno plays stupid, if she showed her true intellect then everyone really WOULD take her "I"m the Strongest!" boasts seriously, and then she would never have a moments peace.

By pretending to be a 9-ball she cleverly hides her true potential from everyone and gets to have as much fun as she wants.
